PO&P was founded by William T. Penney, Jr. CPO/LPO. Bill is an American Board Certified (ABC) Prosthetist Orthotist with over 30 years of experience in the field. He is a graduate from the O&P programs at Northwestern University in Chicago, Illinois. Early in his career, Bill was employed by the O&P facility at Boston Children's Hospital. In 1980, Bill was selected to set up and manage the first orthotic & prosthetic facility located in The Children's Hospital of Philadelphia. Subsequently, Bill desired to open his own O&P facility and in 1983 founded Philadelphia Orthotics & Prosthetics, Inc.

Bill is a dedicated professional who is genuinely compassionate about providing his patients with superior O&P treatment and care. He is a specialized member of a medical team who consults directly with physicians and physical therapists in order to achieve the best possible O&P solution for his patients. His commitment to excellence has allowed Bill to become one of the most respected Prosthetist Orthotist in the Delaware Valley area.

Bill is a member of the American Academy of Orthotics and Prosthetics (AAOP), the American Orthotic and Prosthetic Association (AOPA), and the New Jersey Chapter of the American Orthotic and Prosthetic Association (NJAOPA). Bill has also served as an examiner for The American Board for Certification in Orthotics and Prosthetics.

For over 27 years, Bill has made South Jersey his home along with his wife and two adult sons. During the past few years, Bill has become extremely proud to have both of his sons follow in his foot steps and become valued members of his professional staff at PO&P. In addition to his professional responsibilities at PO&P, Bill has been an active member in his community's youth sport's programs as the coach and manager of various baseball, basketball and soccer teams. Bill also enjoys playing golf and can be found spending his free time out on the course trying to master the game.
